Joining the Research Department of the Bank of Italy in 1992, from 2007 to 2012 he headed the Economic Structure and Labour Market Division. Since June 2015 he has been head of the Statistical Analysis Directorate. He represented the Bank of Italy in government commissions investigating poverty and the ministerial working group on minimum income. He chaired the Istat research committee on methods for estimating absolute poverty (2006-09) and was a member of the scientific committee for wellbeing measurement set up by Istat (2011-15). He was a member of the World Bank Commission on Global Poverty and has been President of the International Association for Research in Income and Wealth (IARIW).
He has published works on poverty, the distribution of income and wealth, measurement of wellbeing, and questions relating to labour economics and the history of economic thinking. Together with S.P. Jenkins, J. Micklewright and B. Nolan, he edited the book The Great Recession and the Distribution of Household Income, Oxford University Press (2013).
